Something appears to have changed with this publication.
Initially, they were numbered 1, 2, 3, ... with increasing numbers each year. For example, the first issue from 2009 is issue #7 (printed in big size on the cover). Near the barcode, it is also identified as issue #1 from 2009, but this seems to be a secondary numbering which is not used in Inducks.
Looking at
https://www.tidsam.se.../bilar-sv/ I see that things are different:
1) The description is "En tidning med olika tema, bla Bilar." which suggests that not all issues are about the Cars/Bilar universe. If it can be any theme, we don't know whether all issues contain Disney content or not. Near the barcode, the title is given as "Egmont Kids" which also suggests that the theme can differ.
2) The issue number is now only available near the barcode, and seems to restart at 1 each year, so later issues need to be numbered differently in Inducks.
3) The TIDSAM code is still the same (4292), which suggests that it is the same magazine which has changed focus.

In 2022, the title was "Bilar dbn" and the description is about Cars only. Issue #4 was published on 2022-06-02. It says that the magazine was published 6 times per year, not 7 as you wrote. Maybe all issues had Cars focus only up until this point, but we don't know when the issue number format changed and it is unclear how many issues there were per year at that point (you wrote 7, TIDSAM says 6). It is also possible that TIDSAM was late with updating the change of focus and that it had already happened by then.

The publication now has "Egmont Kids" focus on TIDSAM's website, so at this point the focus has changed. First issue from 2023 published 2023-01-03, third issue 2023-05-11. Third issue from 2024 published 2024-05-01.
So to summarise:
1) Unclear if all issues contain Disney content or comics content, so some should maybe not be in Inducks.
2) Unclear how the issues are numbered.
3) Unclear how many issues there are as your information differs from TIDSAM's information for 2022 and 2023 and there's no obvious way to verify who's wrong.
Therefore, it is not currently possible to add anything to Inducks.
